Alcohol related question...?

im not even sure how to name this question, but is it legal for someone under 21 to buy a non-alcoholic drink mix? like a margarita mix or something that has no alcohol in it. could a store prevent you from buying it or would they just treat it as if the person was buying pepsi or something? thanks!
